I do not want to use a Hotmail.com or any similar MS account to create a Windows 8 account but my own user name and password to logon. How to do it?

I did talk about the Windows 8. and 8.1. After the PC had been upgradedto the Windows 8.1, the user was forced to create or use the Hotmail.com or any MS account to login; otherwise, the Next button is not enabled. The user is unable to go to the next step. So, I want to confirm whether the Windows 8.1 has forced the user to create or use hotmail.com or MS related account before use the Windows 8 and 8.1.
It didn't work that way for me, I just clicked next rather than fill in the MS account. I suppose that different methods of installing 8.1 will act differently. I used a RTM Win 8.1 64 pro UEIF GPT ISO to clean install. I was able to bypass all the MS Account stuff including Sky drive. I use Outlook for e-mail so I had no need or want for setting up a Live account for 8.1. I only want complete control of what gets up to the cloud.It seems the user is unable to go to the next step if does not create or provide one's hotmail account when installation or first time to use the Win 8. Is it true?
