Solved Cannot open "PC SETTINGS" on my Windows 8.1 RT

I can't access WinStore and PC Settings, it just takes me back to my Start Screen. I tried using Microsoft's Fix-it stuff and said I have missing files and dll.

:cry: I humbly ask, somebody please help me, I'm a girl who has no background with fixing computer-related-stuff. And as much as possible, I don't want to refresh or reset my PC , but if I have no choice, I will have to do so.

And also I tried to sfc /scannow and this is the result.

So I tried reformatting my laptop, as I can't wait any more longer. I already did the backup for all my important files. I'm using an HP ENVY dv4 Notebook and so I tried going to the Reformat Setting stuff ( pressing F11 a lot) to Refresh and Reformat everything but :cry: (let me cry again) it won't let me. huhuhuhu
I'm so desperate to fix it and restore to Windows 8 since Windows 8.1 is so buggy. :( And my 1 yr. warranty expires this month., huhuhuhu and I know for sure those people who sold me this can't help me 'cuz they too looked confused with handling Windows 8 when I bought it from them.

If you have some missing DLLs then probably your system is damaged in some way. Depending on the file missing, you may replace it, or not. But that implies you know the file missing.

Try doing a Refresh, instead of doing a Reset. If you can't access Settings, then you may have to boot up your PC in Advanced Recovery Mode. To do so, restart your computer and press Shift + F8. From there you may find the Refresh / Reset options.

Remember, before doing anything use the most common troubleshooting option, boot in Safe Mode. You can find a guide here: http://www.eightforums.com/tutorials/2757-safe-mode-start-windows-8-a.html. If you're lucky, it may fix it. But I don't guarantee it.

Also, most Windows 8 computers come with a Recovery partition, so you may boot up from there to install Windows 8 again. There are some tutorials online on how to do this.

If the computer that you bought was in exhibition, probably it's the store's fault. If you didn't modify the software in any way, then sending it to the manufacturer should be the thing to do. Otherwise you may void your warranty.

This will sound absolutely embarrassing but I found the main cause of the problem... it was the Registry Cleaner.
:eek: I'm really really sorry for those who I bothered with my stupidity. I used Registry Cleaner a lot when I had Windows 7 Ultimate and so I thought using it with Windows 8 or 8.1 was an okay choice.

Good thing I remembered making a backup before I used the cleaner. Now I can access my PC Settings again.
