I have multiple sites open at the same time and it's stacked one a top another in my browser on the taskbar. Is there a way to move these sites around to put it in a different order?

No, when I clik the browser on my taskbar, it shows me all the sites that I have open stacked on top of each other. I want to know if it's possible to rearrange the order.

Let's say I want to move the bottom one to the top, can it be done?

Taskbar / Right click
Properties
Taskbar buttons : choose never combine

This will revert to the classic behavior seen in previous windows

I see you are using Firefox.

I can't help with that as I don't use it. :(

Some of the firefox jumplist (not sure if I understood it right) features can be accessed in the browser :

type in firefox's adress bar : about:config
in filter type : browser.taskbar.lists

browser.taskbar.lists.enabled default: true
browser.taskbar.lists.frequent.enabled default: true
browser.taskbar.lists.recent.enabled default: false
browser.taskbar.lists.tasks.enabled default: true

Change any of these settings to what you like. As far as I know you can't change the order, but I might be wrong.

Like this?

If so, when I hover over the "stacked" browsers, I can see enough to choose which one I want. But, if I have a bunch of sites open, it may be another story.

I tried to reverse their positions, but it didn't work.
