Solved Icon re-arranging themselves after restart?

Hi, This has really been annoying me, thought I would come here for help

Ok, so what happens is I have my icons arranged nicely how i want them, programs on the left, folders on the right.
Now, whenever I restart my computer 2-5 icons decide to be the only ones to show up. (They show up on the left)
When I move one of these icons anywhere, all of my other programs appear, but everything is shifter over 1 to the right. There are a vertical row of programs on the right, where my folders usually would be.

I have been connecting it to another monitor, and after the first time I did that this happened first.
Specs: Toshiba Sattelite running Windows 8.1

EDIT: I think i fixed it. I just unchecked allow themes to change icons form the themes menu
