Setting monitor to shut off display. Not coming back on.

So I have had this annoying problem for awhile and finally going to ask about it. Not sure which forum this belonged in sorry.

At first I thought this was a sleep issue...but it doesnt seem to be. My PC is set to shut off the display...then some time later go to sleep as well. Well for some reason on Windows 8 and Windows 8.1 too when my display shuts off before going to sleep mode. I will touch my mouse to make the display come back on yet for some reason one out of 5 times the display will not come back on...it will then tell me no signal. The only way to fix this is to them hit Power on my PC to set the PC into actual sleep mode. I then click the mouse again and it wakes up and the display is back. Im not the most computer savy guy but I do know a little. As for this I have no idea what is causing this issue.

I have checked monitor drivers. Video card drivers....I have no idea what is causing this.

has anyone else had this at least? Weird to think I am the only one.
