Windows 8.1 slow boot time and strange behaviors

Hello,i`ve just installed windows 8.1 pro and i have some concerning regarding boot time and shutdown process.
I`ve seen this video The Best Windows 8 Experience from ASUS Motherboards. - YouTube , from what i can see it takes about 5 sec until the bios logo disappears and 1-2 sec for windows to boot.My motherboard is p8p67 deluxe, it takes about 10-11 sec for the logo to disappears so I should have a 12-13 boot time right?Well, I don`t, it takes 18 sec to boot if I shutdown the windows using the button from my case and about 21 seconds if i shut it down directly from windows(another strange thing).From what I know, from the moment the bios logo disappears , the boot doesn't have anything to do with the motherboard anymore.
So my questions are, why it doesn`t take 1-2 sec to boot in windows after the bios logo disappears and why there are different behaviors if i shut it down from the case button or windows directly.And by the way, i get the same boot times if fast startup is enabled or when is not !!!(maybe fast startup isn't working ?)
My computer has an i7 @4,5 Ghz, 8gb ddr3 and 2 x vertex 3 MI 240gb in raid0.

I'm also experiencing search problems. Can't search anything in outlook and OneNote... Got a Warning Message: "...search notes quickly...Windows Search Service is not installed."

Turning on Windows Features. Which Feature do I turn on?

Go into Control Panel and look for Programs and Features:

ProgramsAndFeatures.PNG

Click on that and you should see:

TurnWindowsFeaturesOnOrOff.PNG

Once you get there, you should be able to find what you want. Notice that there are little plus signs in front of some of the things, so you may have to look "under" these to find what you want. This is general and I didn't go further, because my system doesn't require me to do that in order to search, and frankly, I don't understand why yours does.
