Trouble Downloading Using Internet Explorer 11

I recently upgraded from Windows 8 to Windows 8.1. Now, I find that downloading a file using IE11 works differently than it did under Windows 8 and results in spurious error messages. I am wondering if others experience the same problem.

    Steps to reproduce the problem:

    Navigate to Microsoft Download Center
Click Microsoft Windows Malicious Software Removal Tool (KB890830) - or any other download
    Click the Download button
Note that instead of the .exe extension the file name ends in _exe
Click the down arrow next to Save and select Save As
Note the file name extension _exe; this is new under IE 11.
Note the error message indicating that the file couldn’t be downloaded.
    Click View downloads
    Note the error message.
    Click Retry
    The file downloads successfully
Note the file name ends in _exe; it must be renamed to .exe in order to be usable

I just did a test of a typical download of an exe program installer (like PDF XChange viewer) and I did not realize any of your symptoms duing that process. In fact, it worked perfectly as designed. Did you try another location other than the MS download center?

Thanks for taking the time to check. Regardless of what I download I run into the same anomalies. Downloads worked perfectly fine before I upgraded to Win 8.1. Now I always have to rename the file and click Retry in order to complete the download. Everything else I've tried using Win 8.1 seems to work OK. I ran sfc /scannow and did not receive any error messages. If your experience and others works OK, then it must be my machine.

Check out this article and see if it helps. BTW, is your disk encrypted?

Thanks for the link. I tried the suggestions but it didn't help. But I did run across the suggestion to start IE from the command line without add-ons as follows: iexplore.exe -extoff.

The downloads work fine when IE is run this way.

So it appears that the problem is with a faulty add-on. I disabled all of the add-ons in IE but it still doesn't work. I'm guessing the root problem has something to do with the two incompatible add-ons (see attached).

Do you know how I might remove/update the incompatible add-ons?

I found this link Troubleshooting and Internet Explorer?s (No Add-ons) Mode - IEBlog - Site Home - MSDN Blogs but I am a bit confused at this point.

By the way, do you think that one of these add-ons might be the culprit (see attached)?

I can't see all of the Add-Ons, the page is scrolled up. I doubt is any of the MS addons will cause it.

Look for anything that is NOT MS, post what it is. Definitely sounds like an Addin Problem, you might have a toolbar loaded that is bad.

For what it's worth, I have a partial solution to my download issue. When I mentioned above that downloading worked correctly if I started IE from the command line with the -extoff option, I neglected to point out that I opened the Command Processor as an Administrator.

Just for grins I created a shortcut to iexplore.exe with the -extoff option. The downloads stopped working again. Then I ran the shortcut as an administrator. The downloads worked.

Lightbulb: The download problem has nothing to do with a bad add-on. The problem is that, as far as IE11 is concerned, my account does not have administrator privileges (even though it does at the OS level).

Until I can figure out the underlying issue I have added the Run As Administrator option to my IE shortcut.

    Go figure.

Hey at least you have found a way to run IE11, it just crashes my system as soon as it starts, I need to figure out how to downgrade to IE10 or continue to use Firefox.

    IE11 uninstalled from system!!!!
