Hi,
When I play a video file or watch a video on YouTube the video stutters for a second or two then it play normally.
I checked the windows task manager and saw that the cpu spiked up to a 100% and one of the drives did the same thing, the drive itself(wd green) is inserted from the front drive bays of the case (haf-x).
I've updated the drivers. But it still happens.
Any help please.

Thanks for that. You should have no issues. Now, on to the browsers... have you tried more than one browser and, if so, does it hapen on all tested browsers? If not, can you do some additional testing?

I have tested on chrome , opera and safari .still the same issue . I even plugged the PC to a regulator instead of directly in the wall just to be sure .

If there is are other tests , I would appreciate telling me .
Also I thought of enabling ssd caching for media drive , because when the stutter occurs , I noticed that the cpu and the drive containing the media reach 100%

Youtube has been doing this since they switched to HTML5 it seems. Just checked in Chrome, no problems. IE, no problems, Safari, no problems. You Tube iOS app, no problems, Old Youtube Ios app, no problems. But the player is totally different now.

A couple of things I do that help, I delete my Prefetch files (Have them shut off) and I am using CCleaner Pro which cleans my browsers upon exit and when they reach 100 MB.

I am not sure what you are talking about here. Are you saying that all your browsers' cache has been moved/redirected to that media drive? If so, then I would strongly consider moving the caching area back to their default location(s), for all browsers, which, I assume would be your system drive. Also, consider clearing your browser cache as suggested by XweAponx; however, I would start by simply setting that option accordingly in IE and Firefox. Now, if there are any other special considerations regarding your caching arrangement, then we'll need to know about them as well.

Just to be clear that I was referring to a manual initiative; whereby, one moves the browser cache folder location to a different hard drive.

The browser's cache has been in the ssd boot drive from the start I didn't change them as they wouldn't take that much space, I was just thinking that if I change the cache of the media drive to the ssd I would get better results in data reading files .

I'm going to double check on the browser cache and make sure it's on the ssd.

Ok then, that's not an issue.

I was just thinking that if I change the cache of the media drive to the ssd I would get better results in data reading files .

I believe you would only be asking for more trouble there, and, since that would have nothing to do with your current issue, I would not go that route... unless you are experiencing delays, lags, and spikes during other tasks that were not previously identified? Listen, your specs and speeds are great. Something else is amiss here. Are you wireless or wired? Can you provide a screenshot of your task manager when idle? I think we need to look beyond your initial report for some underlying cause. Here's mine with one browser window open:

I have set my total IE browser cache size to 50 MB, I don't know how to change the sizes or locations in Chrome Safari Opera and Firefox. Do those programs use the setting in Internet Options?

I have 16gb of ram (4x4) aside from the lag and stutters I've had a two crashes, I've downloaded memtest, two of the sticks had errors and the other showed no errors, there's still lag but not as many, I'll try and get another motherboard and do some tests.

It may just be because of your ISP. Make sure you have high download speeds!

It's not from the ISP, because the problem happens when I watch video files, not just YouTube.

You may want to try viewing video on your PC with your antivirus programs disabled. In your specs, you state Windows Defender and Malwarebytes. The free version of Malwarebytes shouldn't be a problem, but the PRO version, maybe.
