Hello Henry,
By default, when you delete files on a local drive location, it's actually only sent to the Recycle Bin. You can then empty the Recycle Bin to permanently delete the deleted files. Only local drives use the Recycle Bin.
When you delete files from a network or removable drive location, the files do not get sent to the Recycle Bin. They are permanently deleted instead. This is why you are prompted to make sure that you really want to permanently delete them.
There's not a way that I'm aware of to stop it from asking "Are you sure you to permanently delete this file?" for removable drives.

Actually I have my recycle bin properties set to: do not send files to recycle bin. So i figured maybe I could do the same with external media.

It would be nice, but since removable drives do use a Recycle Bin, the Recycle Bin settings do not get applied to them.
I suppose that you could use a 3rd party program to permanently delete them without being prompted. Option One in the tutorial below may work for this.
