I have it set up with English display language and Norwegian for keyboard. After a restart its reverted back to English keyboard and I have to manually change it.
I have turned off sync between other win 8 machines, since that initially messed things up, but it still does this.
In Control Panel\Clock, Language, and Region\Language English layout with Norwegian keyboard is set at first, and region is set to Norway.
