Startup apps won't start if monitor/TV is turned off

GDay,

I have an issue with win8 which I would appreciate if any one helps me sort it out.

My system os is windows 8.1. I connect to this system remotely regularly. When it is off, I turn it on remotely with WOL and it autologins into windows.

This computer is connected to a LG LED TV through HDMI port.

My issue is, whenever the TV is off, and I turn on the computer (remotely or locally), system boots up fine but the start up apps (those that I have put in Windows startup folder) won't start. As soon as I turn on the TV, windows will start running those start up apps. Needless to say that if the TV is on and I boot into wondows, start up apps start normally with no problem.
Whatever I tried has failed on me. I even tried to turn off windows 8 Fast Startup in power options but it didn't help.
I originally had this issue in windows 8. So I installed windows 8.1 hoping that this issue would be gone but it has not.
I tried windows server 2012. In server 2012, this issue does not exist and I have no problem with startup apps.

Any assistance would be highly appreciated.

Welcome to Windows 8 forums.

I take it you have two monitors then, and you are using the HDMI to show the Start Screen? What screen shows on the main computer monitor, the desktop or the start screen? You'll have to bear with me, I've never tried running 2 monitors on Windows 8 so I don't know what happens when you do. I use a 40" Hitachi HDTV as my sole monitor.

When you say "Startup Apps" are these regular Windows Programs or are they Windows 8 tile apps?

If someone here has 2 monitors, maybe they'll have an idea as to why this happens. Tomorrow I'll hook my my 3rd Windows 8 machine to 2 monitors and see how it behaves.

Only one tv is connected to my computer through the hdmi port (graphic card is amd radeon hd 6950).
Also the apps I was talking about are normal desktop windows programs.

But no other Monitors? Even with the TV disconnected, I don't see why regular Startup Programs won't start. Can you pull up Task Manager while it is in that state and make sure they are actually not running?

Sometimes, when I reboot I'll be missing my ESET antivirus, ESET AV version 6 will do this. It's still running, but eh Tray icon does not come up is all. Maybe you have one item in there that is conflicting with all the others, do you have any startup items that directly involve the TV?

ATI drivers and nVidia drivers have an HDMI driver that loads, if the driver loads and the TV is not there, being detected and a signal running through it, that might prevent all the other programs from running.

My Video driver is an HDMI driver and my Audio driver runs through the HDMI port. Maybe this is what is happening. In fact, try connecting your Audio to a regular 1/8" connector and try disabling the HDMI audio driver. Even if you are not using it for Audio, if it is running and the TV is off, it's still trying to send Audio to the TV. Just disable it temporarily.

You might be right. Maybe the ati driver is causing this. I will investigate it tonight.

You were Spot-on! AMD (ATI) Catalyst was the culprit!
There was a setting there called: "Enable ITC Processing". I disabled that and the issue was gone!!

Enabling ITC Processing for DTVs
ITC processing is a feature that enables display processors to use the appropriate pixel data processing algorithms based on specific content type to ensure video quality.

With ITC processing, the graphics driver enables the display to use its own video quality processing algorithms for movies played in full-screen mode on HDMI™ displays.

Note: This feature is available only for DTVs connected with HDMI cables and may not be available for all systems.
From the Graphics Settings tree, expand DTV.
Click Attributes.
Select or clear Enable ITC Processing as appropriate.
Select—Enables ITC processing for HDMI displays that are capable of the feature. When movies are played in full-screen mode, the display’s processors can be used to ensure video quality.
Clear—Disables ITC processing. Video quality is ensured by the graphics driver for all types of contents displayed.
