Notification settings problem!

Hello! I have a problem with notification setting, applications to configure are missing.. How to solve this problem? some solution?

I have personally never encountered that before; however, I'm not an app person so I don't often look in that area. Anyway, since no one has responded yet, I'm guessing this may not be an easy fix. However, based on a lack of knowledgeable responses, here's what I would try:

Create a new user account and see if that works:

Run sfc /scannow from an elevated command prompt. If errors reported, see tutorial below to continue:

Refresh you Win 8 installation (read carefully before proceeding):
