Hello, Sab1nX. Welcome to Windows EightForums.

I know what you're saying by left clicking on account name/picture in the upper right corner. That is one option.

Open Charms Bar with Windows key + C or mouse pointer in upper or lower right hot corners. Choose "Settings". Choose "Change PC Settings" in lower right corner. Choose "Personalize". Choose "Account Picture" at far upper right. Choose an option.

Hope that helps and again welcome.

Are you trying to change just the account picture or access your PC settings because you mentioned both in the same sentence? Either way, are you using the touch pad? If so are you positioning the pointer over the icon and then tapping the left touch-pad button to access the drop-down menu?

If you are trying to really access the PC settings, is this where you are going on the start screen?

I can't read your mind so that's why I asked those questions. Moreover, to avoid upsetting you any further, I will bow out of this thread immediately. Sorry to have bothered you. Good luck.

Try running http://www.eightforums.com/tutorials/3047-sfc-scannow-command-run-windows-8-a.html?filter at least three times to see if files are corrupt or missing. Please take notice what it says after every completion.

Edit:
I was just reading on this. I think it was patch Tuesday yesterday with Windows updates. Not quite sure. Your problem could be from such. Do you have yours set up for automatic? Please check to see when your last updates were.

Is Windows activated? I do believe some of those options are locked out until you activate Windows. Press the Windows key and the pause/break key to open the system screen. Down at the bottom you'll see a Windows Activation section, does it show Windows as activated?

I don't remember that section being locked out prior to activation- I think I was able to get to it. It may be a corrupt install, how about your DISM command? Try SFC /scannow and the DISM command. They may have to do an In-Place install.
