win 8 mess; task manager, antivir, admin problems

Hello there.

I am using win 8
but today something not very nice happened.
Windows cannot access the specified device path or file. you may not have the appropriate permissions to access the item.
this was the first thing.
I cannot run anything as administrator. 0. nada. (I think i can open CMD in safe mode as admin)
I tried to uninstall my Anti Virus (kaspersky) it requires admin rights, there is no uninstall.exe in the program : (
I tried randomly to open task manager, but nothing happens.\
I tried creating new user to shift right and etc, nothing works.

edit: I have tried the user options too.
PLEASE help.

Sounds virus related as its locked you out of the machine. Try a System Restore from W8 Advance Boot Options. See if this will run.

tried but it says access denied and cannot perform the system restore.
