What do you have running in the backround when you try and shut down?

Try exiting all the taskbar programs in turn and doing a shutdown after each , hopefully this will show which app is causing the issue.

CCC.exe is the Catalyst Control Center software from ATI - you do not need it running unless you wish to modify your display settings on your graphics card. If it is set to run from startup, you can disable it from Task Manager in the startup tab.

Thanks, I'll test the results.

Looks like CCC depends on dot net. Dot net is a huge problem in Windows 8, as it is part of the OS and can only be modified under "Features"

There is a Dot Net repair tool that can be downloaded from MS - A guy that is a dot net expert made it, and MS liked it so much they appropriated it and made it "official":

Download Microsoft .NET Framework Repair Tool from Official Microsoft Download Center

Version 2 of the Microsoft .NET Framework repair tool is available

Aaron Stebner is the guy who made these tools, they have worked well for me in the past, 8 is a bit of a problem fixing though.

.NET Framework Repair Tool now supports diagnosing and repairing .NET Framework 2.0, 3.0 and 3.5 setup issues - Aaron Stebner's WebLog - Site Home - MSDN Blogs

Sometimes the repair tool doesn't work. Try re-installing the whole ATI driver package.

It's hard to test Dot Net 4, but it's used in a lot of Programs.

Try this tool, see if it shows anything:

TestDriven.Net > Home

Actually I don't know how that works, I think you have to have Visual Studio installed to use it.
