I accidently deleted LicCtrl in Windows 8 Registry!

And I would suspect you did not make a backup of your registry first?
As far as I can see, licCtrl is some time of licensing copy protection mechanism used by games. Unsure why deleting that would impact your ability to right click.

How it you rebooted? If that doesn't do it, then run a command window and type "SFC /SCANNOW" and see if it brings it back.
