On-screen keyboard missing from setting search

I haven't found anything in the forum addressing the keyboard displaying. I don't have touchscreen, but I assume when I access settings and want to search for programs that I could touch the keyboard icon at the bottom of the box and it would pop up. it appears grayed out. is that because I have an external keyboard? I can bring up the on-screen with other means--but it seems something is off.

for windows 8
in start menu right click
in bottom right corner click on all apps
select on screen keyboard in windows ease of access
above will make you open on screen keyboard but till you don't have a touch screen you cannot use it through any sotware for touch screen.
It will work either by mouse clicks or external keyboard.
