I wouldn't think so ... I mean, at least, I'm not seeing it.
I've always taken that to be a bios setting like NumLock.
Look in the bios, there may be a setting there that controls capslock key behaviour.
If there isnt, locate this key:
HKEY_CURRENT_USER\Control Panel\Keyboard
In the right pane, locate the entry called InitialkeyBoardIndicators, set it to 0 if it isnt.
Thanks for the answer. I doubt the BIOS is at fault because it does not do it when I boot into /7 or Vista. But I will explore the Regkey setting.
Update: Regkey is at Zero.
