Windows Failing to Boot with Graphics Cards

So interesting problem I have been having...

I am unable to have my graphics cards providing the graphics for my monitors. If I do the computer will boot though the BIOS and hang on the loading screen or within a minute after logging in to windows. If I used the integrated graphics from the system board, I can use windows perfectly fine.

I originally thought, as most of you will, that this was a graphics card problems. However I have tried removing drivers, changing out graphics cards that I know work from other machines, and even restoring windows back to a 6 month old image that did not have these problems. None of these solutions fixed my problem.

So I am currently wondering if this could be a Motherboard issue and not just a graphics thing. Let me know what you guys think. You can see my computer specs with my name.

Hi, is this the first time you are introducing this graphics card to the system or was it installed before and is only now giving problems?

Can you place it in a different slot in you computer?

Are you connecting both monitors at the same time?

Try one only to see if it boots.

Are all the power cables connected to your graphics card?

Can you boot your windows with the graphics card installed BUT your monitor connected to the internal video card?

If you can, perform all windows updates, do not install graphics drivers until the windows updates are complete.
