What do you have installed on it? The OS takes roughly 30 gigs, so I'm not sure what you've got going on there.

The question is somewhat vague. 15.4 Gig Available of what? RAM or disk space?

I think he meant RAM. And since this is windows 8 forum, I'm guessing he's got windows 8 on there.

That said, OP could you please tell us more? Are my assumptions correct? We need more info. If it's the RAM, windows 8 shouldn't take up that much ram space.

If this is RAM, as I suspect it is, where are you seeing this? A screenshot would be best.

My guess is 2 of his 8gb RAM sticks are not being recognized by his hardware..

Try going into the BIOS to make sure your DIMM slots are all enabled. If you can't figure it out then, try switching your memory into different slots. Maybe you have a couple dead sticks or maybe two dead DIMM slots on your motherboard.

Have there been reports of 32 GB of RAM installed on your motherboard AND working?

What tells you there's only 15.4 GB of RAM recognized? Post? Windows 8?

Be more specific which RAM sticks you're using. Is your RAM compatible with your motherboard? Check the QVL. I didn't see anything about Patriot and 32GB of RAM. Maybe that's the issue. I think there's an ASUS Support forum.

I think the gist is that when he boots from a spinning drive with Windows 8 pro, it can see and use all 32gb or RAM. but if he boots form a solid state with Windows 8 pro, it can see 32GB but can only use 16GB.

I can't guess as to the cause. I'd recommend checking the SSD's OS' motherboard drivers, then reinstalling. Or maybe just take out half the RAM, it's not like he's going to notice it missing.

Opened MS CONFIG - BOOT - Advanced Options - Un Checked Tic Box Maximum memory:
Now sys info shows 32g instead of (15.4g Useable) memory: - after a reboot
the other 16g was shown as Hardware Reserved in Resource Monitor, now is 98m
Thanks to all for your input (rollon11)

The 2tb HDD boot MS CONFIG had the tic box Un checked which is why it showed the full 32 gig RAM (MEM)
