Laptop stuck in restart loop?

I don't know why but it has randomly started doing this in this order-
1. I turn it on, it does the normal start up screen of "Toshiba" and the loading animation underneath.
2. After a long time of waiting it takes me to a black screen. It stays that way for about 5 minutes, sometimes it does not do this and skips to:
3. Blue screen of death. It tells me it is going to restart and stays on this screen for less than a second. It repeats all 3 of these steps and does not stop.
I would tell you the full system details but I do not know them off hand. But I do know-

Toshiba Satellite L850D-12P
Windows 8

Disconnect all devices from the USB

Is the fan running when you boot, can you hear it?
Is it blowing out warm or hot?
Is it loud?
does the fan sound fluctuate up and down?

Have you just installed a program or hardware or just updated via windows update?

I can't remember whether I downloaded something, but I am pretty sure I did. It was about 3 or 4 weeks ago and I have been searching for a way to fix for ages.

It is blowing hot/warm air, it is pretty quiet and it is consistent with its blowing.

So it is not being blocked by a Hardware Issue. Do you have a way to scan your drive dor errors outside of the booted OS? Trey Hiren's Boot CD 15, there is a download link on Hiren's Website. Just to make sure you do not have any errors on your disk, it's the first thing I check - This was happening to me all the time, until I did a complete surface scan outside of 8, then after that, 8 was able to finish running it's Automated Repair.
