side icons sometimes does not work

hi all . I don't know what u can do but the icons u hover over on the bottom left and top right sides don't work but when I boot up my laptop it fixes it .Its hard to shut down the laptop bc the icon I need is in the top right and will not pop up. I was woundering if there is a reason or some way to fix it .oo and p.s I love windows 8 don't let the haters hate on it I think its a good idea and it is working good . desides the littil bugs . plzz help when u can ty
