The assumption right now is that the 8.1 update will be available for current Windows 8 users via the Windows Store, maybe as a free upgrade for a certain period of time.

All new .iso downloads and DVDs will all be 8.1 installs.

Although I wouldn't mind paying something like €20 for the update, it would be nice if it were free for the current Windows 8 users.

I suspect it would be free. But you never know. Seems MS is replicating the Apple release cycle.
