I have a collection of Digital Photographer tutorials on DVDs from about 2006.

They used to play fine on Windows 7 but on Windows 8 although the DVDs load they will not play the enclosed video content. A label saying a plug-in is not loaded is displayed.

What plug-in is required and where can I find it?

Are those regular DVDs, as might be used for theatrical movies?

Windows 7 included codecs to play regular DVDs. Windows 8 does not.

The Windows Media Center includes the ability to play DVDs. If you have Win8 Pro, you can add it for $10US.

Add features - Microsoft Windows

Apparently, if you don't have Pro, you can only get it with the Pro Pack, which upgrade you to Win9 Pro with Media Center.

There may be freeware or other options that allow you to play DVDs. I suggest avoiding CyberLink products: they're a bit too aggressive in pushing expensive updates.

You can use VLC or KMPlayer: KMPMedia . They both have their own built in codecs/plugins and can play almost anything.

Never install any codec pack as they tend to create all kind of conflicting problems later on.

Be careful when installing freeware, make sure you untick all the additional advertisement offers.

I prefer KMPlayer with all the additional features and Skins that you can customize. Here's the screenshot of KMPlayer:
