Hi, we had a couple of black outs the other night and since then my laptop wont stop making this noise, not sure what it is but sounds like a fan, usually only hear it when I have a lot of programs running but now it's doing it with no programs running. In the task manager it says
35-40% CPU usage (32% system) and
44% memory usage
int explore & Asus fast boot using about 145Mb each,
AVG using about 32Mb,
host process for windows task using about 35Mb,
desktop window manager about 25Mb,
service host: local system (network restricted) using about 45Mb,
windows explorer 35Mb.
and a lot of other things using small amounts.

Can anyone tell me why the noise wont stop, the fan opening thing is blowing out a fair bit of warm air all the time now.

You have a program that is using CPU time when that happens the CPU heats up and the fan has to run to keep the CPU cool or the CPU will either shut off or burn up. You need to look in task manager and see what program is using the CPU all the time. Turning off fast boot may cure your problem.

The only thing in the CPU column using lots of % is "system" using about 33%, other things use small amounts but they are constantly changing back to zero %. Why would this have suddenly started after power outage causing laptop to just turn off? Like the fast boot, is it not something that would have been set by default? The laptop is fairly new, only a few months old...

A power outage on a laptop should not have caused it to power off as it has a battery unless the power was out longer than the battery could last. Fast boot is set on by default. With the system using 33% all the time the CPU will get hot and the fan is required.
Make sure you have applied all the updates.

I don't leave the battery in unless Im mobile. Leaving it in on my previous laptop while plugged in ruined the battery.

Actually I have not installed any updates for a while because they add up to over 500Mb and I have a very low download limit so usually wait till I visit family so I can use their internet lol. COuld that really be the problem? I will go visit today and run the updates, see if it helps and get back to you :)

You need to turn fast start up off and see if that causing any issues if it does not cure your problem then a system repair will be in order.

Actually fast boot is not using any CPU anymore, just a few Mb of memory.

Is it the CPU stuff that's causing the fan to always go or the memory usage? "system" is what is using all the CPU %. Its always around 35%

Go to details tab in Task Manager ans see if you can get some details of what is under system usage.

Fast start up is a memory image of when you shut down the computer if that gets corrupted it will stay corrupted to start fresh again you need to disable fast start up. If that does not cure your problem you will need to do some of the repair items like refresh.

That looks normal.
One of the running applications or services is probably causing this.

The refresh will delete all your data and programs and it will install the OS fresh. Don't do this only after you've backuped your stuff.

Seriously? I just bought this thing a few months ago, I can't believe I have to reinstall everything again :( I was having to reinstalls a lot with the last laptop, hence buying this one... Why would this problem have arisen?

If you have a restore point before the problem started you can do a restore to that point if you do not have a restore point then you need to do a refresh. The system NT kernel is the problem.

http://www.eightforums.com/tutorials/2293-refresh-windows-8-a.html?filter[1]=Performance%20Maintenance

Would the laptop automatically create restore points? I don't think I have ever done one, never even heard of a restore point.

Power outages can cause many many problems as that is not a good shut down and can corrupt your files on the HD. Having a UPS or a battery installed will cure the power outage problem. You have a NT kernel problem or a device driver problem that is causing the CPU to run all the time. Mine only runs less than 1% while running no programs and system idle is 99%.

I think I fixed the problem. After you mentioned the NT kernel thing, I googled NT kernel, found another forum where someone had a similar problem and someone described an NT kernel thing as possibly from a recent program that was installed that is causing the problem so I went through "remove programs" thing and uninstalled a recent program I installed that records youtube videos and CPU has been down to 2% :) Hopefully it stays like this.

Thank you guys for your help :)
