Can I use my windows 7 on another pc after I upgrade to Windows 8?

Sorry, but no.

When you purchase an upgrade copy of Windows 8, you agree to the EULA to not use the product key of that Windows 7 while you have the Windows 8 installed.

To be able to use your Windows 7 again, you would need to either purchase another Windows 7 product key, uninstall Windows 8, or purchase a Windows 8 "System Builder" copy instead of an upgrade copy.

What about upgrading the software?
The software covered by this agreement is an upgrade to your existing operating system software, so the upgrade replaces the original software that you are upgrading. You do not retain any rights to the original software after you have upgraded and you may not continue to use it or transfer it in any way. This agreement governs your rights to use the upgrade software and replaces the agreement for the software from which you upgraded. After you complete your upgrade, additional software will be required to playback or record certain types of media, including DVDs.

Not until you quit using Win8. And, that's assuming your Win7 was not an upgrade of an OEM preinstalled Vista or XP.

Adding a few thoughts. Let's say you have a retail full-install Vista disc and a retail full-install Win7 disc--with Win7 installed (for simplicity, I'll just assume that the bitness of your media is the same throughout). If your machine would be "adequately" supported, then there is no reason you couldn't install Vista and then upgrade to Win8 from Vista--leaving your Win7 useable after upgrading.

This scenario raises the question of whether it would be OK to not reinstall Vista and forfeit the right to use Vista after the upgrade--and still be able to use Win7. Personally, I would have no qualms about doing so under this scenario since reinstalling Vista would just be an unnecessary formality.
