That's now all set up but when i install a program it still puts an icon on everyone desktop regardless if they have permission to use the program or not. If they click on the icon it comes up you need permission to use this program. But I dont want the icon up there in the first place OK i can delete but that means logging into each users account and deleteing it when ever i install a program.is there a way this can be stopped ?

Glad it worked mostly for you. Probably can't be readily stopped. And, if an account is someone else's then, why not let them decide whether or not to delete the icon? And, you are welcome.

I think (at least in windows 7 I don't have much experience with 8) this is actually program installer behavior not windows thing.. in some installers you can select install for everyone or install just for me in some you can not change this.. you will have to delete/move links manually
