Shutdown/Restart from windows menu doesn't work

So I've tried to shutdown my PC 2 days ago with the shutdown key in the settings menu (or windows menu because I'm using Start8) and it doesn't work, same for restart, sleep and all that option, so what to do?

go to start screen, type cmd, right click and open as admin, type sfc scannow and click enter/ok, let it run... add your machine model in your my system specs from your profile...

I Did it and got this message
Windows Resource Protection found corrupt files but was unable to fix some
of them. Details are included in the CBS.Log windir\Logs\CBS\CBS.log. For
example C:\Windows\Logs\CBS\CBS.log. Note that logging is currently not
supported in offline servicing scenarios.

Run SCF /SCANNOW multiple times--at least two more. Also, try automatic repair. If you can't run automatic repair from within Win8, then run it from an install DVD or flash drive or from a system repair disc.

Runned it three times, same error. and for automatic repair, it said that it cannot fix my PC, I tried it 3 times via installation disc

It's sounding more and more like you need to do a refresh: Refresh Windows 8.

Refresh Your PC in Win8 in Brief—Attempts to solve system problems by replacing system files without affecting user data files. Such files still should be backed up. Installed programs will have to be reinstalled except those from the Windows Store. A list of uninstalled programs is provided on desktop. Your personalization settings will be maintained. System settings will be set to defaults. A Windows.old folder will be created at C:. You can delete it once you have everything you want from it--Windows.old Folder - Delete in Windows 8.

I kind of checked it, and seems like my PC can be restarted and shutdown in a certain time, because now (14:00) it does work, but around night (22:00) it doesn't

Are both your time and time zone set properly. Not sure that either should matter in the context of your problem though. Could you have some task set to run automatically during the time period you can't shut down?

Yes and I don't think so, Ill try to do that win8 refresh

A little question about that, my files such as mkv or mp4 files will be saved? they are on my Hard Drive D (which is not where the windows is located) or the refresh only deal with Hard Drive C? (Windows's driver)

If you refresh properly, then you files should not be affected. However, I would never do anything as serious as a refresh (or a repair install under Win7) without backing my files up off computer. I mention repair install because a refresh is something like a repair install under Win7.
