Can't drag window from one monitor to other

I am unable to drag a window from one monitor to the other when the cursor is at the top or bottom of the screen (both monitors are the same size and same resolution). It stops when in one of the hot corners forcing me to have to drag between the two corners. Any way to configure that?

Sounds like you have the monitors connected in slots 2 and 1 instead of slots 1 and 2. Power off and unplug AC cord, then switch monitor cable connections to GPU.

Slots were correct, doing a bit more research, problem can be minimized by setting MouseCornerClipLength in registry from 6 pixels to 0. It does reduce the problem, but it still clips up to about 2 pixels.
