Yes.

I noticed an extensive explanation but perhaps not on the same page or site that you posted. It also contained system requirements and a link to the Windows program that evaluates your computer for suitability to upgrade.

Buy Windows - Microsoft Windows

The Windows 8 Pro upgrade costs US$199 after the promos ended. Windows 8 upgrade is also now available for US$119. The difference between Win 8 and Win 8 Pro is that 8 Pro included quite a bit of Bitlocker encryption and a couple of other features.

To my surprise there was also a "Student" version for $69!

It got a bit complex. The international upgrade downloads are subject to all sorts of variations from country to country, customs regs, import requirements, taxes, International credit cards.

There is a European version with an N designation due to some major law suit with the European Union. There's also an NK version for Korea. Microsoft won't download to China. And they have an apparent special version there too for certain reasons.

Then there is, too, the Enterprise version for bulk users and large institutions and a builders license for multiple computers.

Further is you want the Windows Media Center it isn't included in the downloads or upgrades. It's an additional purchase available in the apps section. It's for TV and video.

It seems that the Win 8 and Win 8 Pro availability prior to the ending of the promo was something different from the after promo versions now available.
