WIN 8 login time format

Hello all. I have made the appropriate changes to my regional settings so that my short and long time will display in the 24 hour format. However, when I first launch Win 8 the ore-login screen still displays the time in the 11 hour format. Can anyone tell me why this is so. Thank you in advance

Sorry about the typos. I am having trouble seeing what I am typing in Tapatalk when I go beyond two to three lines of text. Very strange

Regional / Advanced button on bottom
HH.mm on the short time will be the system time if in Regional / Administrative / Copy Settings / Welcome screen & System screen.. check box is checked.
