Metro in windows 8, A pain in the neck

I live in Japan but I'm not Japanese.
I've installed Windows 8 with English (United States) as Display language and the location in Region settings is set to Japan.

All the pre-installed Apps in Metro are in English.

Fine so far.

Now when I download any App from Store, the installed version is Japanese and I can't find any settings anywhere to change the language.
For example, I've installed Skype from Store, which shows everything in Japanese. Now if I download a Desktop version of Skype from their official site, the desktop version is in English.

Any Apps or game which I download from Store is in Japanese while the desktop version of the same App is in English.

Now this is some questions I hope somebody can help:
  1. How can I change the language of an Application downloaded from Store.
  2. Is there any way to tell the store to download an English version not a Japanese one? (for future downloads)

Any kind of help is much appreciated.

thanks for all the advices.
I've followed each one, and still the Apps from Store are downloading in Japanese.

Sometimes I think the developers in MS are Genius.

Any other idea?

Many thanks

go to start just type in location, it will open search ,and follow what it says in link
Windows 8 Quick Tips (change your store) « Digital Mind Ignition

the text in your link is talking about Change Culture while the images shows change location.
I wonder which one is correct.
I couldn't find Change Culture in windows 8.
If it's Change Location, as I explained above I've already set the location to United States, but still the downloads are in Japanese.

The Author of above link may have had some confusion. The language of the store is different with the language of downloads.
Changing location , changes the language of Store, not the downloads.

I'm pretty sure the region of the store is based on the region of the Microsoft account that is accessing it, much like it is with Xbox. As an example for my home computer my microsoft account is a Canadian account and I get the Canada Region Store. On my work laptop I use my U.S Microsoft account to access the store and I get the U.S Region Store. I would check what region your Microsoft Account is in by going to account.live.com.

You may be right if one uses a Microsoft account.
But this is a PC I'm using at work and I didn't use my Microsoft account. I'd rather using a local account.
So now that no Microsoft account is associated with my Windows account, how the Store is selected?

thanks

The only other thing I can think of is that MS is looking at your WAN IP and detecting that you are in Japan. You could try to connect to a VPN service in the U.S first then try connecting to the store to see if that does anything.

I'm in Thailand, with Win8 set up with English language, Regions set as United States, and Change Location Settings set for "Turn on Windows Location platform" (Let users choose their own location settings for apps). On the Start Menu, PC Settings > Privacy, "Let apps use my location" is Off.

I have never seen a single Thai character any place and any time, so I don't think it's solely based on IP address.

Where is your head office based? I live in the UK, but can`t access the lottery page for example because it says i am in Belgium, which is where the head office is.Perhaps it is detecting that server instead of your local one?

I have exactly the same settings. Though the language of Store is English, but the downloaded Apps
are in Japanese (Not all of them. Just those that have a Japanese version)

Can you do me a favor and download an App that has a Thai version and check the result? (Skype has a Thai version).

many thanks.

I'm using a local account.

I've never used the Store app, so maybe I'm doing it wrong: I used the Search Charm for "Skype" in the Store app and only one Skype version popped up (along without 8 other apparently Skype-related apps). Where else could/should/would I search for a Thai version of Skype?

I also used a Search Charm for "Thai" in the Store app and a slew of apps came up, but all English-language, it seems.
