Unable to open new programs...

Do you want to allow a program from an unknown publisher make changes to your account?

This pop up each time I want to open or make any changes to my computer
I want to click yes but the yes button is grayed out.
I tried running it as an administrator same thing.
I can not make any changes

Some how I must have changes a setting in the security or something.
I just can't figure out what I did and
NOW how to get it back to where it was so I can add new programs

Can someone please help me

When I go to the USer accounts what ever I did before it will not allow me to even change the Account Control Settings. The same thing happens
DO you want to allow this program to make changes to your computer
I want to say yes but the YES button is blacked out
I can only check No

You might see if doing a system restore using a restore point (if available) dated before this happened may help.

I would love to do a system restore but the computer will not allow me to make any changes. I am stuck.
I want to log in as an administrator ...but it will not allow this either.
