Hummm! Where did Windows Defender Go?

You know "those things that make you go hummmm!" Well, I know one. I turned Windows Defender off and installed Bit Defender 2013. All is good except I was trying to tell someone how to turn Defender back on after turning it off to use another program, and I can't figure out how to do so. I have searched "everywhere" and can find anything about Windows Defender settings--with one exception. In Help and Support, I find:

"Turn Windows Defender on or off

When Windows Defender is on, you're notified when viruses, spyware, malware (malicious software), or potentially unwanted software try to install or run on your PC. For more info about Windows Defender, see Why use Windows Defender?

Note

You must sign in with an administrator account to turn Windows Defender on or off. For more info, see How do I know I'm signed in as an administrator?

• Tap or click to open Windows Defender.
• On the Settings tab, choose Administrator. Select the Turn on Windows Defender check box, and then tap or click Save changes.
  
  
  You might be asked for an admin password or to confirm your choice.
  You can turn Windows Defender off by clearing the check box."

After following 2, instead of being able to "choose Administrator," I get the following:



Then, as instructed, I go to Action Center, but find nothing about Windows Defender.

Solution? Oh, and yes, I am signed in as Administrator.

Try setting Windows Defender Service to Auto in Services.
EDIT: Yes, when I uninstall my AVG, Windows Defender switches on without me doing anything.

Thank you for your reply. At this point, I am thinking that I need to turn BitDefender off. I have not yet figured out to completely turn it off. Then, as you suggest, Windows Defender might turn back on automatically. I found this tutorial (i.e., on the last shot). It shows a settings area for Windows Defender in Action Center that I don't have--perhaps simply because BitDefender in running or installed. Here is what Action Center shows for me--with BitDefender running.

Thanks. Yes, it is there, but clicking on it gives me the same instruction (go to Action Center) as shown in the snip in my post #1.

Edit: OK, got it. For the most part all I had to do was turn off scanning on BitDefender. When doing so, nothing good happened initially. So, I restarted. Still, nothing good happened. But, I played with the security tab in Action Center, and viola, all of a sudden some things populated allowing me to turn Windows Defender back on. I just wanted to be able to tell someone else how to turn it back on to allow testing of downloading and viewing of uTube videos without possible interference from Norton. So, i turned BitDefender back on (i.e., enabled scanning), and Windows Defender went back into its cave.
