Solved Shift buttons are stuffed?

I just upgraded to windows 8 form windows 7 using the upgrade manager. (Upgraded form windows 7 32-bit professional )

When I click 'Shift @' it comes up with " and vise versa, same with 'Shift 3' this produces £ 'Shift ~' produces ¬ and the button above the enter key (one with the vertical and angled lines) produces ~, when not 'Shift clicked' it produces #.

It is annoying and any replies would be appreciated.

Windows has done this at least as far back as windows 98 -.-

go to control panel, "language" and make sure you are using the correct keyboard layout for your country and remove the default american one that it insists on using even though you already told it in setup what you want.
