missing October 26 email for promotional pricing

A couple of months back I registered for the upgrade from Seven to Eight. I received this in an email:

Windows Upgrade Offer will be available to order from October 26, 2012 until February 28, 2013. Around October 26, 2012, you will receive another email that includes your personal promotion code which enables you to receive the special promotional pricing for the digital download of Windows 8 Pro. That email will also include instructions on how to order the Windows 8 Pro download and how to purchase an optional DVD.

It's been a week since the release of Eight. What happened to the upgrade offer that should have arrived in an email?

I suppose Microsoft had an institutional memory problem. This reminds me of when they forgot to renew their claim to a certain internet domain and when they forgot to do what they promised European regulators they would do as part of a legal settlement. Is there a Windows application that is a To Do List plus Alarm Clock that has a license that is cheaper than paying fines to regulators? suppose not

It's Probably because this offer is way beyond the time allotted - October of '12 to Feb of '13.
