Windows 8 not available??

So I go to the Microsoft site, run the upgrade adviser and it tells me my PC is compatible (which I knew already)
So I hit continue, and I get the message "Windows 8 isn't available for Download Sorry, Windows 8 isn't available for online instal in the country/region you are in".

Houston, Texas?

I got that message when I tried to DL it on my PC running Win 8 RTM.... When I used my laptop with Win 7, I was able to DL it. It will let you save the files to an .iso.

Some OP’s are having problems with ZIP CODE’s.

I just rebooted into my Win 8 Consumer evaluation OS and did the upgrade assistant.
Surprisingly, it worked just fine. It even seemed to let me order the $39.99 upgrade.

Is this right?

I have been holding off because a local store is selling the box edition for the same $39.99 price and I would rather have the box. But this seems odd...
