Installing games question

If i do a clean install of windows 8.1 do I need to re download my games on the other hdd and ssd or can I just point steam to the right files thanks in advance

Just point Steam to the files. There may still be some downloads, but nothing big. Just install Steam and point it to where the base files (games) are installed.

And if you're still worried/want to be extra careful you can do a backup of all your Steam games first so anything goes wrong , you just re-install from your backup drive.

No need to even download steam setup, just clicking on Steam.exe will force it to reinstall.

Indeed, but upon launching the game, steam reinstalls them automatically.

Yes, never tried this scenario like thread starter yet, but soon as it realizes it's missing files it will most likely.
