Battle for Middle Earth II cannot locate CD-rom

I'm trying to play my old copy of Battle for Middle Earth II, but every time I try to start it up I get the cannot locate cd ROM message. I installed it with no problems, and then uninstalled it and reinstalled it with no problems, but still no luck. I've tried to run it as an administrator, and under windows XP with service packs 2 and three compatibility (I don't remember what was out when it came out back in 06), but I still can't get it to start. I'm running Windows 8.1, and I've heard that people have problems running game from the 2000s on 8.1. Has anyone had a similar problem, but found a way to get it to work?
