From first look it seems the specs of your pc are low:
2 GB RAM
64MB dedicated onboard video memory
Here you can upgrade to 4GB RAM but more importantly is the graphics: it needs a boost for sure and I bet it's onboard without any air vent to cool it down (that's what you usually get onboard).
First try the tips below:
Look to see how much RAM the game uses when started (minimize the game and start Task Manager) and see if the GPU doesn't overhit (if it has thermal sensor, get GPU-Z or Speccy, both found on
FileHippo.com - Download Free Software , and monitor the temperatures during play).
In my opinion it's the graphics slowing you down.
Try to install directx 9c setup if you didn't do that yet.

Your audio is from Realtek and you can install the drivers from them for extra audio features.

It seems you've been running the game with saintsrowthethird_dx11.exe BUT your graphics card doesn't support dx11 not even dx10 so you'll need to run the dx9 combination if possible (see game options). This can also be the reason of the slow downs.
One last thing: your graphics drivers are also the preinstalled ones, get the latest from Intel and try again:

There you find the graphics driver for your os (search chipset name) so get the gfx drivers and the chipset drivers as well.
Then you'll be up to date with anything and if it still slows down (most probably) then you need a newer gfx if you still wanna play that game.
