Is this just to mess with Xbox Live? Does it have anything to do with PC gaming? Is it useless if you don't have an Xbox and never plan to buy one?

it's a centralized hub for all your gaming. so it's more useful if you have an Xbox.

But even if you don't, you'll see all the achievements and things you did in your PC games that are part of the Windows Store. And you'll be able to see what your friends are doing, what games they're playing, and how they're scoring compared to you.

Yeah sadly it doesn't gather up all of your locally installed games and give you a central launch space like the older Games apps did in Vista/7... I am hoping that statement can include a YET, but that could be very wishful thinking
