GTA San Andreas is laggy and glitchy on Windows 8

Hi.
I've bought an upgrade to Windows 8 Pro and I'm using it as my primary OS since few days.
Everything was fine so far, until I've installed San Andreas yesterday...
The game is glitchy and laggy, mouse doesn't work at all, neither most of the buttons except arrow keys and control button. Similar thing happens on MTA San Andreas, though controls work normally fps is stuck on about 30 and it's really choppy. I've tried compatibility mode with XP SP3 but it doesn't help.
Actually I've experienced the same issue since Developer Preview from last year but I was hoping it was fixed by now.
Is there anything I can do to make this game playable? This is the only OS I have installed right now and I wouldn't want to abandon it just because of that game.
Thanks in advance for your help.
Greetings.
