Disabled Keyboard AND mousepad?

Hey, I just purchased a manufacturer refurbished 2013 Toshiba laptop with Windows 8 on it. On initial startup and set up, everything was looking fine. I could type and move the mouse around. Before the login screen though, the computer started describing things through audio and selecting things randomly on the screen. I didn't understand and just used enter and the arrow buttons to proceed. I think I accidentally turned off my mousepad and keyboard though, or toggled multiple things badly. On the login screen, I cannot type or see my mouse, but it shows things typing (much more than I actually do) and occasionally it will go to the screen saver, and back to the login screen. There is also a bar on the side that pops up with a screen sharing selection. I can tell the keyboard isn't working, because the capslock does not light up when I press it.

Does anyone have any idea what I did or how to fix it?

Return it. It sounds like they did not properly "refurbish" it. Since it was refurbished by the maker, it should still have a warranty - but it will be short. So contact them immediately and arrange for a replacement.
