High RAM usage after multiple system wakeups, stays at 65%

Hello,

I've been having this issue for quite a while.

When I use my PC with multitasking and playing games. Then, I close everything, the RAM usage stays at 65% and I can't get it to the original state which is; like, 18%.

That's of course cause more RAM usage when I want to open apps the next time.

System restart solves everything.

My system is windows 8.1 pro.

I have a new laptop with windows 10 and I don't have this issue.

Even my HDD gets high usage and very busy in similar situations.​

I don't know, maybe after last windows update, it's better now.

The RAM actually goes down after closing the apps.

The screenshots I uploaded are before the update. I thought I would save time, because I didn't delete them. Then when you asked for a specific screenshot. I started to close the apps to and then I saw that the RAM got to 22% which is very good.

I have another question:
How to delete windows.old?

Disk cleanup doesn't work, because clearing previous windows files option doesn't exist.

I saw different topics about changing system inherit permission.

What's the best to do?
