Windows cannot start this hardware device

Hi I am currently looking for some

I have a Acer Aspire V5 laptop and a Toshiba 1 tb hard drive I have been trying to get my laptop to read my hard drive but it wont it no longer comes up as Toshiba in my computer it says Local disk (E and I went into the property's and it has a warning message as follows

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

I do not know what has happened as I can still plug my hard drive into my WD media player & it works I can no longer put movies on my hard drive from my laptop.

Please help I am not computer savy at all.
