kind of caught me by surprise when just a few minutes ago, 10:am, I saw where this PC is running on java 32bit. java (32-bit) is how it looks like in the PC in the area: programs and features, under that, default programs, under that, (java (21-bit) but when I got into "system", it says I have a 64 bit system. should everything that runs in these "bits" be a 64 bits"? I ask because even the flash player is also 32 bit.

No.

Much software today is 32 bit only. Installing a 32 bit application on a 64 bit OS will not make it 64 bit. Even when there is a 64 bit version the 32 bit version is often recommended for a 64 bit OS. This is usually due to compatibility considerations. The 32 bit version of Internet Explorer is used by default because many extensions and add-ons are 32 bit only and are not compatible with 64 bit IE. The same for other browsers. When using a 32 bit browser the 32 bit version of Java will be downloaded for this reason. You would have both 32 and 64 bit versions of flash installed but the 32 bit version will be used with a 32 bit browser.

so your saying I can have both the 32 and 64 bit installed at the same time? and it won't hurt anything?

and what about a flash player. the one in my PC is 32 BIT. so I assume that is also normal? thanks for your time

What you are seeing is normal. There are no issues with having 32 bit software on a 64 bit OS. Few 64 bit systems have no 32 bit software. If you are using a 32 bit browser (the default) then you must use 32 bit flash. 64 bit flash will not work with a 32 bit browser.

I agree with installing both 32-bit and 64-bit updates if running a 64-bit computer.

There are 2 entries in the C: hard drive for Internet Explorer, one in Program Files for 64-bit programs and one in Program Files (x86) for 32-bit programs. The two versions of Internet Explorer appear to be the same but this Microsoft page shows some differences between updated files:

It's been awhile but I used to have a separate icon for the 64-bit version in my Win7 Start menu, don't know when it got removed but probably was by an update.

If you are running a 64-bit operating system, then yes, you can have both 32-bit and 64-bit software at the same time.

But if your OS is 32-bit, you can only run 32-bit software.

Many programs only come in 32-bit versions because it cost more to develop and maintain two versions of the same program. And since 64-bit Windows will run 32-bit programs, there is little need to have two versions for most programs.

That does not suggest any sort of waste or performance loss here. Very few programs (besides the OS itself) truly benefit by being 64-bit. So don't feel you are getting ripped off.

You'll be waiting forever then. W7 is already over 6 years old and they are still finding bugs in it.

With estimates as high as 50 million lines of code in Windows 10, bugs are inevitable. But there are already nearly 100 million Windows 10 users out there, the vast majority working just fine. So I say if your hardware is compatible, go for it. I've upgraded all my W7 and W8 systems with only one minor compatibility issue that was readily corrected by swapping out a mouse and keyboard.
