Samsung Evo 850 causing infinite reboot loops new Install

Hello guys, I have an annoying problem, i recently purchased an Samsung Evo 850 250GB SSD to install on my build, I installed windows 8.1 from a DVD disk, and now my PC randomly shuts down. I have done everything I could think of. CMOS reset, Mobo bios updated. Whats interesting is that windows fully installs, but then it randomly reboots, or so I thought it did. I learned that connecting any USB devices causes a shortage or at least makes the PC reboot. If you keep any USB disconnected, no reboots. I have installed windows in ACHI (forget the spelling) mode but the problem still persists. I thought maybe its the SSD, so I connected it to my laptop, and it works fine, no reboots. I then reinstall windows on it, and problem persists. Any idea whats going on?
