Cannot install entire 3 TB usb hdd

Trying to help an elderly lady I purchased a 3 TB external hdd to use for her automated backups. However, even though her computer can see the entire external hdd, it will only let me format 2 TBs as a simple partition. The rest is left unallocated.

What do I need to do to make her pc use the entire 3 TB?

Her pc runs Windows 7 64 bit and her usb is 2.0, not usb 3 if that makes a difference.
