Few Issues with Windows 8.1, that were not present in 7

Hey all this is one of my first times posting in this forum with my current laptop, but recently about a week ago or so I upgraded my laptop from Windows 7 Professional to Windows 8.1 Pro and I like it a lot, but there are a few issues I am having with certain things not functioning the way I was hoping, the first issue I am having is that sometimes whenever my system is transferring files from location to another my touchpad will all of a sudden lock up and quit working without warning, but my wireless mouse will still work and it usually takes me restarting my system to get it to work correctly and the other issue that I am having is that everytime that I shut down my computer the screen will turn off, but I look at my power lights and find out that the system is still powered on and not shut down completely and then it normally takes about a few minutes for it to shut all the way down, I don't know if these are Microsoft problems or problems with my computer because when I ran the upgrade advisor in Windows 7 everything passed and I was ready to upgrade.

    This laptop was originally bought in like new condition off Amazon in September of 2014 with Windows 7 Home Premium installed and about 6 months later I got a e-mail from my school telling me I could get all kinds of software free for my computer and then decided to upgrade to Windows 7 Professional, about a week later I wanted to give Windows 8.1 a try, well after failing on using it the first ti

You can check in Device manager(right click Windows icon an choose) and down the tree to your touchpad-right click it for properties- and choose the power management tab- make sure that "Allow the computer to turn off this device to save power" is unchecked(do this fo all peripherals that you do not want to turn off on you such as USB devices). Also check in power option advanced setting and turn off USB selective suspend" and under PCI Express turn off "Link State Power Management" and reboot.

Windows needs to tell all open programs, apps and services that it's shutting down and they need to hurry up and finish what they're doing and close. Then Windows waits until each one say's "I'm done" before it powers down.
I see you only have 4GB memory and if you're using a laptop HDD with 5400rpm that can take awhile.
