REGISTRY_FILTER_DRIVE_EXCEPTION After restoring w/ Easeus

My desktop PC running Win 8.1 on an ASRock Z77 extreme4 motherboard was acting erratically, so I decided to restore from an earlier backup made with Easeus Todo Backup Free.

This software has worked fine for me in the past. But now the restored drive won't boot. I get that light blue screen that says they need to collect information about your computer. It displays a message that I should search for a solution to REGISTRY_FILTER_DRIVE_EXCEPTION.

I can boot to safe mode, but I haven't been able to find any reference to REGISTRY_FILTER_DRIVE_EXCEPTION or how to repair it.

Does anyone have any ideas about what I can do?
